OERs are a fantastic choice when it comes to creating social annotation assignments or activities for your students because OERs are:

usually already licensed for download/upload/reuse/adaptation (don't forget to cite/provide attribution!)
freely accessible on the web
available on a wide variety of subjects
often already optimized for student use
customizable

Considering an OER for use with Perusall? Help is available!

Many open access journals already license their publication using Creative Commons (CC) Licenses.

Before using with Perusall, be sure to check:

CC license or attribution information - if not clear, consider the web resource suggestions on next tab
That the information has been uploaded by the copyright owner
That the webpage does not specifically prohibit copying (check Terms of Use - example: PLOS - see "License to use...")
That you've cited the source

Like open access journals, publicly accessible web content can be used with Perusall/Blackboard as long as:

The information has been uploaded by the copyright owner
You have not tried to circumvent any apparent copyright or DRM protection
The webpage does not specifically prohibit copying (check Terms of Use - example: Harvard Business Review - Permissions)
You limit access to your class (this is typically done via Blackboard)
You cite and reference the creator properly
